Lieutenant General Raymond P. Palumbo
Lieutenant General Raymond P. Palumbo was the Pentagon’s Director for Defense Intelligence where he simultaneously led the department’s Intelligence, Surveillance, and Reconnaissance Surveillance Task Force, a position that was instrumental in rapidly delivering critical aviation platforms, sensors, communication systems, and information processing capabilities to US and Coalition warfighters in Afghanistan, Iraq, and elsewhere around the globe. Now a retired US Army Lieutenant General, he spent the last thirty-four years leading and managing both special and conventional operations forces during peacetime and in combat. Lieutenant General Palumbo’s previous assignments include duty at the section, platoon and company levels in the 3rd Armored Cavalry Regiment at Fort Bliss, Texas; section, platoon, company and staff positions in Task Force 160 at Fort Campbell, Kentucky; and company-level commands in the 160th Special Operations Aviation Regiment (Airborne) at Fort Campbell. He was the Executive Officer for 3rd Battalion, 160th SOAR(A) at Hunter Army Airfield, Georgia; and Air Operations Officer, J-3 Directorate, Joint Special Operations Command at Fort Bragg. Lieutenant General Palumbo commanded the 5th Battalion, 158th Aviation Regiment in Giebelstadt, Germany; and served as the Chief of Staff and later Program Manager of the National Assessment Group, Kirtland Air Force Base, New Mexico. He then commanded the 12th Aviation Brigade at Giebelstadt, Germany, and Balad, Iraq. He returned to the United States and served as Executive Officer to the Commander of the United States Special Operations Command, MacDill Air Force Base, Florida, before taking over as Director of Strategy, Plans and Policy (J-5) at United States Special Operations Command. He then returned to Fort Bragg to serve as the Assistant Commanding General of the Joint Special Operations Command, and as Deputy Commanding General of the United States Army Special Operations Command. Ray has a bachelor’s of science degree in general engineering from West Point, a master’s of science in administration from Central Michigan University, and a master’s of strategic studies from the US Army War College. His numerous military awards include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, and the Bronze Star Medal. He graduated from the British Higher Command and Staff Course in Shrivenham, England, and is a recipient of the 2015 Ellis Island Medal of Honor. Palumbo is a Master Army Aviator and wears the parachutist, pathfinder, air assault, and combat action badges.
